On 26 March 2020, The Higher Education Council issued a press release to announce that it has been decided to continue education at universities in the 2019-2020 Academic Year Spring Semester only through distance education, open education and digital facilities.

The coordination of the whole process is carried out by Higher Education Council, and the measures taken by the authorities, especially by Higher Education Council, and the activities to be implemented for these measures are carried out effectively and dynamically by the commission established within our University. Our students and members are periodically being informed through our official digital channels (E-mail, Web and Social Media announcements).

Within this context, in line with information by Higher Education Council, the most recent precautionary measures taken and implemented at our university are as follows:

Dear Students,

The following Yildiz Technical University Senate decisions dated April 21st, 2020 will be in effect only during 2019-2020 Academic Year Spring Semester and were taken for the sole purpose that the educational and instructional activities would not be hindered and our students would not expose to any inconvenience due to COVID-19 outbreak. 

1. According to an official document by the Turkish Council of Higher Education (YÖK) dated March 19th, 2020 and No. 75850160-104.01.02.04-E.22490, the Faculties have determined the theoretical courses and the practical courses that can be carried online and have started carrying out those courses through distance education.

2. According to an official document by the Turkish Council of Higher Education (YÖK) dated March 19th, 2020 and No. 75850160-104.01.02.04-E.22490, the courses that cannot be carried out through distance education have been determined by the School/Faculty/Graduate School and an intensive make-up class schedules will be prepared and those schedules will be announced at the relevant department’s web pages.

3. Distance Education activities, which started on March 23rd, 2020, will cease on May 16th, 2020.

4. Distance Education activities will take place in a synchronous manner.

5. The mid-terms determined for the 2019-2020 Academic Year Spring Semester will be in the forms of homework, projects and/or quizzes through distance education.

6. For the semester achievement grade, the weight of the mid-semester assessment has been determined as 30% and the weight of the final exam has been determined as 70%.

7. The lecturers will first decide on the type of the semester work (homework, projects and quizzes) and determine their weight in a final total of 30% and those assessments will be transformed into a single grade and entered into USIS.

8. The courses that could not be carried out for several reasons will be covered from 18th to 23rd May 2020.

9. The lectures are being recorded and the required infrastructure work has been completed and an announcement has been made to our students.

10. According to an official document by the Turkish Council of Higher Education (YÖK) dated April 7th, 2020 and No. 75850160-104.01.07.01-E.25557, on the condition that it is limited to 2019-2020 Academic Year Spring Semester, the students who had completed hours for about 5 to 6 weeks before the COVID-19 outbreak at the schools under the Ministry of National Education within the scope of the courses “School Experience, Teaching Practice, Field Study of Guidance and Psychological Counseling” of the Faculty of Education teaching programs may be assumed enough and also the relevant lecturers may go over the subjects within the theoretical parts of the course plans of those courses in a synchronous manner or asynchronously; and, the higher education institutions may ensure the completion of the teaching practice portfolios with courses, homework, etc. By taking this into consideration, the lecturers will evaluate the assessment results entered into MEBBIS system along with the teachers of the practice schools.

11. According to an official document by the Turkish Council of Higher Education (YÖK) dated March 31st, 2020 and No. 75850160-104.01.02.04-E.24625, the Council decided to allow associate degree, undergraduate degree, and graduate degree students to take a leave of absence for the 2019-2020 Academic Year Spring Semester should they make an official request for it. The length of the leave of absence will not be included in the maximum period of study. The students who want to request a leave of absence must send an e-mail to their relevant faculties until the end of the business day of April 24th, 2020.

12. The objections against the midterm results must be made through e-mail.

13. It has been decided that the students who are in a position to graduate with only registered courses of Final Project, Dissertation, Planning and/or Design Courses during 2019-2020 Academic Year Spring Semester and having completed all the other theoretical and practical studies are going to make their final presentations belonging the above courses through online learning system from 5th to 6th June.

14. In order to prevent our students who were abroad studying within the scope of international bilateral agreements under Erasmus+, Mevlana, etc. exchange programs from exposing to any inconvenience, they will be given the right of late enrollment into the courses when they get back to Turkey.

The distance education classes will cease on May 23rd, 2020 including the make-up classes and the final exam dates will be determined taking into the progression of the COVID-19 outbreak and the relevant announcements will be made 15 days prior to the final exams.

A new decision taken by the Turkish Council of Higher Education (YÖK) allows associate degree, undergraduate degree, and graduate degree students to take a leave of absence for the 2019-2020 Academic Year Spring Semester should they make an official request for it. The length of the leave of absence will not be included in the maximum period of study.

It has been announced that education at universities in the 2019-2020 Academic Year Spring Semester will only be through distance education, open education and digital facilities.

The University has resumed its Spring Term courses on 23 Mar 2020 via distance education as a trial. Within this period, Distance Education Center and IT Department have worked in close coordination to identify problems in the system and solved them, the system now runs effectively.   Distance education activities at our university will essentially be carried out, only academics can access the system. The students will participate online classroom through the link sent to their Yildiz extension email addresses after the academics open an online classroom on the system.

As of 23 Mar 2020, YTU move courses online for English Preparatory School, Undergraduate, MSc and PhD students through www.onlinekampus.yildiz.edu.tr (This applies to all of the theoretical parts of the distance education courses and the application parts which can be carried out online at the computers)

- As stated in the press release by the Turkish Council of Higher Education (YÖK), the programs/courses and application parts of the courses which cannot be carried out through online education system will be carried out face to face during summertime. The methods to carry out the assessments and examinations within the term and at the end of the term are being evaluated by the University Administration. The decisions by the University will be communicated once they have been made.

-All classrooms in Yıldız and Davutpaşa campuses are closed for use.

- In line with the decisions taken by the Council of Higher Education, 2019-2020 Academic Year Spring Term courses (undergraduate, postgraduate and YILDIZSEM) will be offered via distance education.

-Courses offered by YTUSEM will be though online education, trainees will be informed accordingly.

- Within the scope of distance education; as soon as possible, there will be a new announcement regarding the postponement of the Ph.D. Qualifying Oral Exams Exams, Ph.D. Thesis Proposal Exams, Graduate Thesis Defense Exams and Hard Bound Graduate Thesis Submissions after Thesis Defense Exams as of March, 13th, 2020.

- According to Article 46 of the Higher Education Law No. 2547, contract of employment of students working part-time have been suspended temporarily and they are not allowed to work until further notice.

These documents can be provided electronically, they will not be handed over by our University for a period of time within the scope of COVID-19 measures. If you need any other documents except for these ones, you need to contact relevant divisions through email.

It has been decided by the University that the deadlines for the return dates of the books borrowed from our libraries will be stretched out.

Based on the decision made by the Turkish Council of Higher Education (YÖK):

The calls for the Foreign Language Education Abroad Programs, Mevlana Exchange Programs and Project-based Mevlana Programs were cancelled.

The higher education institutions will endeavour to make the necessary adjustments in order for the students who were abroad within the scope of Mevlana and Erasmus Exchange Programs and who cancelled their study and came back to Turkey not to suffer from loss of credits due to credit transfer procedures.

It is of utmost importance that our students and staff comply with the rules announced by the Ministry of Health in the public. For this reason, all social, artistic and sports activities to be held in the indoor / outdoor areas on campus have been cancelled. These also include activities supported by the University, external stakeholder, and student activities.

In line with those measures, all the ongoing and upcoming indoor activities have been cancelled until further notice.

ISO 9001: 205 Quality Management System Internal Audits, which is planned to be held in the March-April period, have been postponed until further notification.

 

All sports facilities are closed for use. (Swimming pool, fitness, indoor gym, astroturf)

The catering services, which has been in the form of lunch boxes for some time now, will not be carried out as of April 13th, 2020, Monday until further notice.

PTT Branch in Davutpaşa Campus is closed from 18 Mar 2020 to 30 Mar 2020.

Our academic and administrative staff are instructed against any international travel until further notice. For obligatory cases and emergencies, the request must be sent to the Turkish Council of Higher Education (YÖK) for evaluation within the scope of the Notice by the Presidency of the Republic of Turkey No. 2020/2 and Dated March 12th, 2020 with the decision made by the Executive Board of the University attached.

In the case that our students (both international and Turkish nationals) go abroad, they are advised that they may encounter problems such as cancellation of flights, not being able to attend courses, etc. when they plan to return to Turkey according to the conditions present as to the spread of the COVID-19 disease.

The Students and members of our University who coming from abroad in the last 14 days, have to spend this three-week period at their permanent addresses in Turkey and refrain from coming to the University. Our students/members to whom this case apply must visit their family physicians or go to hospitals and request health reports for a period of complementing 14 days from the time they entered Turkey based on the confirmation through their passports. Furthermore, our staff must send those reports to their respective departments and our students must send those reports to the respective units of their faculty to reserve their rights of re-sit exams and absence from courses.

 

-The application of the personal hygiene and hand washing rules proposed by the Ministry of Health in the office and home environment is very important for public health.

-In order to provide personal hygiene and reduce the risk of infection, the Ministry of Health's posters have been hung in the dormitories, faculties and other administrative buildings.

-Office Hygiene Rules: In the offices, windows should be kept open to let in fresh air for 5 minutes on the hour.

- Hygienic Maintenance of Campus Shuttles: On March 8th, 2020, the campus shuttles have been sterilized using Ultra Low Volume device (ULV equipment is designed to produce very small droplets, thus ensuring even coverage with low volumes.) with the intention to destroy the coronavirus and other seasonal viruses. The process was taken very seriously. The disinfection agent had a nano-silver volume of 80 PPM and was not chemical based with no hazards against human health at all thanks to its special formula. The agent did not also contain alcohol, ammoniac, antibiotics and such and any other carcinogen agent including perfumes with antiviral characteristics preventing the spread of the Legionella bacteria inside the ventilation systems.

- Sterilization activities at Our University: Due to occurrences of COVID-19 cases occurring in our country and many countries all over the world, tougher medical measures against the virus have been implemented. In line with those measures, since last weekend, sterilization activities have been carried out within all the facilities of our campuses. Thus, all administrative units, classrooms, laboratories and offices are being sterilized. In order to help facilitate those sterilization activities, all our administrative and academic staff are advised to keep their offices unlocked during the business hours and make sure their offices be accessible outside the business hours.

- The academic and administrative staff are advised against ordering take-away food to campus with the intention to minimize contact from outside campus.

- The ways to keep from the Novel Coronavirus and the ways to reduce the risk of infections have been announced on official web sites of YTU and shared through official social media accounts.

National and local precautions against the Novel Coronavirus (COVID-19) which is causing worldwide unrest are growing stronger.
